Because of the industry police and the data security, the most of the spatial information resources were stored in an applied system or back office servers based on a GIS platform or software. Moreover, different software is individually used its own data model to define and to describe the spatial information that was formed many isolated information islands distributed in various points of the Internet and limited the data interchanging and sharing. Therefore, it is a key technique to solve the contradictory of keeping the data independence "isolated information islands" and sharing and interoperating through the Internet in the process of constructing digital earth and spatial information infrastructure. This paper was combined the techniques of XML and WEB Service to implement an integration of multi-source spatial information and an interactive operation. The developing tools like Java, C++ programming, and XML extended applications including GML, SVG, and XSLT were used to help the system integration functions such as integration of spatial information, the presentation of spatial information, the interactive operation of graphics,dynamic update and information query crossing platform etc. And WEB Service was provided an environment to enhance the open ability of spatial information service and to solve the related issues of interactive operation of spatial information from multiply sources based on distributed WEBGIS. The executing procedure was, first, extracted multi-sources data and encapsulated in SOAP package and sent the pakege to Mapping Servlet; and then, decoded and restored the data and transformed the data into GML format using transforming components; After getting the GML format, implemented the transformation from GML to SVG with XSLT, and SVG supported to publish the spatial information on the WebSite combined with Asp.Net and Java Script. It is shown the high quality map presentation and the related graphics and its attribute interactive operation based on Web. The integrating and publishing methods in the study will be given strong influence to traditional WebGIS industry and expanded a new developing space, let's call it as "a technical service system of spatial information".
